MERIT Working Group – June 29, 2026
  1. Introduction and Purpose:
    1. Define the mission of continuing the normalization of hazard and risk discussions.
    2. Subject of the meeting—vessels and infrastructure.
  2. Hazard Scenario Workshop: Reverse engineer the hazard scenario.
  3. Case Study Analysis: Review three specific incidents to examine systemic failure points.
    1. Case Study One: Power loss and infrastructure at risk.
    2. Case Study Two: Extreme weather, vessel adrift, infrastructure at risk.
    3. Case Study Three: Extreme weather and potential for a vessel to damage a tunnel.
  4. Scenario Evaluation Framework: Discuss structured set of criteria to the new scenario to understand its potential impacts.
  5. MERIT Meeting Planning: Establish the approach for future sessions.
  6. Closing Strategies: Formalize the group's ongoing commitments to risk planning and coordination.

    • Submarine pipelines and cables
    • Overhead cables
    • Nautical charts
