    1. Welcome and Phase 2 Overview

      1. Call to order, roll call, and handle administrative logistics.

      2. Review the rapid-sequence meeting series format designed to evaluate the draft best practices section by section.

    2. Ground Truth and Feasibility Review: Sections 1, 2, and 3

      1. Review the text line by line to determine accuracy and ground truth the concepts.

      2. Evaluate the operational feasibility of the concepts and ensure all technical terms and verbiage are correct.

      3. Determine authority, scope of control, and which agencies are responsible for which tasks and missions.

    3. Next Steps and Action Items

      1. Consolidate expert feedback to update the text of Sections 1, 2, and 3.

      2. Assign Sections 4 and 5 for the next scheduled review session.

    4. Briefly Discuss First Workshop Framing Session

      1. Introduce the workshop concept, start at the end.

      2. Begin discussing initial parameters to test the draft best practices.

    5. Adjourn the meeting.
