  • Wednesday, September 30, 2026, from 10:00 to 17:30 (includes a one-hour lunch break; followed immediately by a group dinner in San Francisco, with dinner on an individual pay-your-own-way basis)

  • Thursday, October 1, 2026, from 09:00 to 12:30

(Note: Plans for morning coffee, pastries, and lunch are currently being finalized.)

With a total of around 9 hours of meeting time over two days (accounting for a one-hour lunch on day one), our goal is to use last year's foundational discussions as an educational springboard for a much deeper, more focused dive this year.

Potential Topics & Highlights

• Opening Remarks: Expected opening remarks from Dominic Moreno, Acting Maritime Director and Facility Security Officer, Port of San Francisco.

• Harbor Safety Committee Spotlights: Building directly on the great baseline established last year in Southern California, each California HSC is invited to spend time highlighting what they are most proud of, how your HSC supports your Harbor Safety Plan, and how you keep abreast of the changing risk picture. Potential focus areas include:

  • How extreme climate events have impacted your harbor’s safety and efficiency.

  • How existing regulations support or interfere with your objectives balancing safety, economic efficiency, and commerce.

  • What surface transportation infrastructure you depend on for safe and viable operations.

  • How changes in California’s transportation fuel sector (refined product, renewable feedstocks replacing crude oil, etc.) have changed operations and safety concerns.

  • How the slow evolution of maritime fuel is affecting you today and impacting your future.

  • What cargo is moving through your harbor and how that is changing.

• US Coast Guard Special Guest & Roundtable: We have a confirmed special guest from US Coast Guard Headquarters, Noel Jones (Management and Program Analyst, Waterways Policies and Activities Division, Office of Waterways and Ocean Policy, and leader of the National Harbor Safety Committee Steering Committee). Noel will participate in the entire summit, featuring a roundtable on how California HSCs are contributing to the national HSC discussion.

• Land-Marine Interconnectivity: A short presentation and roundtable discussion with Muthanna Omran, Supervising Transportation Engineer at the California Department of Transportation, focusing on how the interconnectivity and interdependence of land and maritime transportation benefit from each participating in the other’s decision-making.
