Executive Director 
Scott Humphrey

Scott Humphrey serves as the Executive Director of the Marine Exchange of the San Francisco Bay Region, where he oversees critical maritime operations and industry collaboration. Before taking on this role, Scott spent over three decades with the U.S. Coast Guard, specializing in vessel traffic management, maritime safety, and training development. His extensive experience also includes disaster response work with FEMA, bringing a wealth of knowledge in emergency preparedness and risk management. In addition to his leadership at the Marine Exchange, Scott is the Chairperson of the Harbor Safety Committee, guiding initiatives that enhance safety and efficiency throughout the Bay Area’s waterways.

Chris Hicks 

Chris Hicks is the Director of Information Technology and the most senior member of the Marine Exchange team, having served for over 22 years. A Bay Area native, Chris brings unmatched expertise in maintaining and innovating our technical infrastructure, from AIS receiver installations to remote surveillance systems. His dedication ensures 24/7 reliability for the maritime community, and his deep knowledge of IT and cybersecurity makes him a trusted authority in the industry. Beyond his technical leadership, Chris is known for his creativity and problem-solving approach, keeping the Marine Exchange running smoothly every day.
